UPDATED PRECIPITATION FREQUENCY & NEW IDF CURVES

The purpose of the first task is to review and propose revisions to the City’s stormwater design criteria, through a series of four subtasks. This Technical Memorandum documents an analysis undertaken in subtask 1.2 to update the intensity-duration-frequency (IDF) precipitation curves currently used by the City.

STORM SEWER CAPACITY ANALYSIS

2016

The City of Alexandria, Virginia, has experienced repeated and increasingly frequent flooding from storm events which lead to the procurement of the "City of Alexandria Storm Sewer Capacity Analysis", or "CASSCA", for short. Finalized in 2016, CASSCA analyzed the City's current storm sewer system and provided the following major outcomes: (1) the identification of problem flooding areas and (2) the development and prioritization of solutions for these areas.

FY 2018 - 2027 APPROVED CAPITAL IMPROVEMENT PLAN

2017

The City Council Approved FY 2018 – 2027 CIP represents a significantly increased commitment and investment into several areas of critical City infrastructure, including increased investment in school capacity projects, maintenance of existing City assets and facilities, and substantial investment in the City’s combined sewer outfalls (CSO’s) to meet State
and Federal water quality mandates. Each of these investments are discussed in greater detail on the following pages.

Memo from the City: Following the severe storms and flash flooding of July 8, the City of Alexandria reminds residents to exercise caution and be alert for impassable roads, power outages, home sewer backups, or other flood-related issues.

Memo from the City: Following the severe storms and flash flooding of July 23, the City of Alexandria reminds residents and businesses to exercise caution and be alert for impassable roads, power outages, indoor sewer backups, and other flood-related issues. Last night’s severe storm dropped 2 to 3 inches of rain in 30 minutes, creating a brief, extremely high-intensity event that caused significant flash flooding in many areas, including some not normally impacted by flooding.

Memo from the City: Following the severe storms and flash flooding of September 10, the City of Alexandria reminds residents and businesses to exercise caution and be alert for indoor sewer backups, impassable roads, power outages, and other flood-related issues. Today’s rainfall was approximately 2.5 to 4 inches at a rate as high as 3 inches in 10 minutes. This was an intense, regional storm that caused widespread flooding throughout Alexandria, particularly in the eastern portion, and included storm sewer line surges and sanitary backups.

FLOOD MANAGEMENT AND MITIGATION "STRIKE TEAM" FIRST MEETING

The strike team held its first meeting on October 1. The team will provide a written report to the City Manager by the end of the calendar year, which will identify needed capital investments, propose prioritization of both planned and new projects focused on stormwater capacity and maintenance, and outline funding strategies including the adequacy of the City’s stormwater utility fees. The report will also pinpoint opportunities for City-sponsored grant and possible tax incentive programs to assist residents and business owners seeking to install flood protection measures on private property. In advance of the recommendations of the strike team, the City Manager will recommend to City Council that $2 million from unspent FY2020 City general funds be allocated to a contingent to fund additional stormwater mitigation activities in this fiscal year.

CITY MEMO REGARDING STRIKE TEAM AND ADDITIONAL FUNDING

October 5, 2020

In recognition of the increasing impacts of flooding throughout the region, Alexandria City Manager Mark Jinks has established an internal "strike team” to focus on flood management and mitigation. The rapid-response staff group, which includes representatives from eight City departments, will accelerate development of policy, planning, investment, and funding to address neighborhood flooding. This team will make recommendations to the City Manager for future consideration by City Council, and will provide opportunities for public engagement and technical assistance to residents and businesses affected by flooding...

In advance of the recommendations of the strike team, the City Manager will recommend to City Council that $2 million from unspent FY2020 City general funds be allocated to a contingent to fund additional stormwater mitigation activities in this fiscal year.

CITY COUNCIL LEGISLATIVE MEETING AND STORMWATER PROPOSAL FIRST READ

January 12, 2021

City staff formally presented, for first read and passage, plans to double the stormwater utility fee for residents. Councilwoman Amy Jackson proposed delaying passage of the first read to allow time for more public input. Council voted 6-1 in favor of the plan, delaying the initial vote until the January 26 legislative meeting and a final vote at the February 20 public hearing. The The stormwater discussion is docket number 34 and begins at the 5:15:05 mark. 

CITY COUNCIL LEGISLATIVE MEETING & STORMWATER PROPOSAL (Second)
FIRST READ

January 26, 2021

Council approved the first read of the staff's proposed doubling of the stormwater utility fee, slating the final vote and passage for the February 20 public hearing. In addition, Council passed a resolution to create the Ad Hoc Flood Mitigation Advisory Group. The resolution was drafted and presented by Councilman Chapman. The stormwater discussion is docket number 11 and begins at the 2:16:54 mark. 

CITY COUNCIL PUBLIC HEARING & STORMWATER PROPOSAL FINAL PASSAGE

February 20, 2021

Council unanimously passed the ordinance to double the stormwater utility fee and formally create the Ad Hoc Flood Mitigation Advisory Group. Additional updates discussed include an update to the City Code to capture the reason for such a dramatic increase. Voting on code changes will occur next month. The stormwater discussion is docket number 13 and begins at the 4:31:52 mark.
